Who does this notice affect?
Biosecurity Industry Participants (BIPs) who submit Temporary importation lodgements under the Carnet or Customs security pathways.
What has changed?
The Department of Agriculture, Fisheries and Forestry has made changes to the Biosecurity Import Conditions System (BICON) case for ‘Temporary Importations’. This is to align with the transition of Ship or Aircraft Stores and Carnet document lodgement to the Cargo Online Lodgement System (COLS), which took effect from 7 October 2025.
Previously, these documents were submitted to importassessment@aff.gov.au. This option is no longer available.
This update will be reflected in both the ‘Carnet’ and ‘Customs security’ pathways import conditions page.
The change has been made in alignment with the Import industry advice notice 334-2025: Ship or Aircraft Stores and Carnet now lodged in Cargo Online Lodgement System (COLS).
