23-2026: Port of Broome first point of entry determination has been varied

11 February 2026

Who does this notice affect?

First point of entry (FPOE) operators, vessel operators, shipping agents, importers, brokers and others.

What has changed?

The biosecurity FPOE determination for the Port of Broome has been amended - Biosecurity (First Point of Entry—Port of Broome) Determination 2019.

As a result, a new biosecurity entry point (BEP), Terminal 2, has been added for the following:

  • Vessels other than non-commercial vessels
  • Inorganic bulk goods
  • Baggage carried on a vessel other than a non-commercial vessel or a passenger vessel (to facilitate crew change baggage)
  • Waste

The existing BEP, Broome Wharf, has also been designated as a BEP for baggage carried on a vessel other than a non-commercial vessel or a passenger vessel (to facilitate crew change baggage).

Prior permission must be obtained from the department prior to any arrival at Port of Broome that is not permitted by the FPOE determination.

It is the obligation of the person in charge of a vessel to ensure that the vessel complies with the relevant FPOE determination. Operators and other stakeholders should consult relevant FPOE determinations to ensure that their proposed vessel or goods movements are compliant with the current determinations.

Please follow the link to determination provided above. Determinations can also be found via the search tool on the Federal Register of Legislation website.
