64-2026: Commencement of updates to Lists for ‘Khapra beetle target risk countries’ and ‘Trogoderma Species of Biosecurity Concern’

Who does this notice affect?

This notice affects importers of consignments of plant products and seeds, customs brokers, freight forwarders, and peak industry bodies in cargo.

This notice also affects international trading partners, such as National Plant Protection Organisations, exporters and offshore treatment providers. An official Sanitary and Phytosanitary (SPS) notification has been published to notify of this change. 

What has changed?

The department has implemented updates to two Lists referenced under the Biosecurity Act 2015. These changes take effect from 30 April 2026 and are reflected in the relevant BICON import cases:

  1. Seven countries have been added to Australia’s ‘List of Target-risk khapra beetle countries’:
  • Angola
  • Chad
  • Guinea
  • Jordan
  • Kazakhstan
  • Tajikistan
  • Tanzania.

Note: Turkmenistan remains a non-target risk country for khapra beetle.

From 30 April 2026, consignments exported from the newly listed countries will be subject to khapra-beetle target-risk country requirements where applicable. In practice, this means that: high-risk plant products and target-risk sea containers exported from these countries must meet mandatory pre-export treatment requirements, including (where applicable) post-treatment inspection by the exporting country’s National Plant Protection Organisations (NPPO) and phytosanitary certification confirming treatment has been completed and that goods are free from live Trogoderma species.

  1. Trogoderma serraticorne has been removed from Australia’s ‘List of Trogoderma Species of Biosecurity Concern’.
    From 30 April 2026, NPPO inspection and phytosanitary certification requirements no longer apply to this species. These measures are used to provide assurance that consignments are free from evidence of listed Trogoderma species that pose a biosecurity risk to Australia. While Trogoderma serraticorne has been removed, inspection and certification requirements continue to apply to all other Trogoderma species listed as biosecurity concerns.

These changes were originally notified in the following Import Industry Advice Notices, which provide further detail of the changes and impacts to import conditions:

  • 51-2026: Updates to List of Target-risk khapra beetle countries and List of Trogoderma Species of Biosecurity Concern
  • 60-2026: Update to IIAN 51-2026 - Khapra beetle target-risk country status for Turkmenistan

Consignments in-transit

For the purposes of the assessment, the shipped-on-board date recorded on consignment documentation will be used to determine the applicable requirements.

Consignments shipped up to, and including, 29 April 2026 will be assessed against the versions of the relevant lists that were in force at the time of export (See previous versions of List of target-risk khapra countries and List of Trogoderma species of biosecurity concern).

Consignments shipped on or after 30 April 2026 must meet the updated import conditions, applying the current versions of the relevant lists.
