Import risk analysis for the importation of beef and beef products from the United States and Canada

This Biosecurity Australia Advice (BAA) provides details of the expert panel that has been established to assist Biosecurity Australia in conducting the import risk analyses (IRAs) for beef and beef products intended for human consumption from the United States and Canada.

Biosecurity Australia Advice 2010/10 of 8 April 2010, announcing the commencement of the IRAs for beef and beef products intended for human consumption from the United States, Canada and Japan, also advised stakeholders that an expert specialist panel would be formed to assist consideration of scientific issues. BAA 2010/10 of 13 May 2010 advised stakeholders that the 'stop-the-clock' provision had been invoked for the IRA of beef from Japan following an outbreak of foot-and-mouth disease in Japan.

This advice provides details of the expert panel that has been engaged to assist Biosecurity Australia. The IRAs will be led by Dr Mike Nunn, Principal Scientist, Animal Biosecurity. The expert panel will comprise:

  • Associate Professor John Glastonbury, Charles Sturt University. He is Associate Professor of Diagnostic Pathology, School of Animal and Veterinary Sciences, and has extensive experience in veterinary pathology and emergency animal disease preparedness programs.
  • Dr Kevin Doyle, National Veterinary Director, Australian Veterinary Association. He has extensive experience in quarantine risk analysis and infectious disease management.
  • Dr Ron Glanville, Chief Veterinary Officer, Queensland. He has experience with biosecurity policy, emergency animal disease responses and implementation of the National Livestock Identification System (NLIS) in Queensland.

Further information on the members of the expert panel is available from the contact officer (below). As previously indicated, Biosecurity Australia will conduct the IRAs according to the IRA Handbook 2007 (updated 2009) as formal regulated IRAs. These reports will be circulated to stakeholders for 60 days public comment. The independent Eminent Scientists Group will then provide external scientific scrutiny of the draft IRA repots after consideration of public comments.
