Departure Export Licence Holder Actions taken by a delegate of the Secretary
June 2011 Livestock Shipping Services The final investigation report will be placed on the department’s website once it has been completed.

The exporter proposed additional risk management procedures for a subsequent consignment of cattle exported to Turkey on the same vessel in September-October 2011.

The department accepted the exporter’s proposals and approved the consignment subject to the following condition:
  • The exporter must provide a declaration stating that the cattle have been prepared in accordance with the information provided to AQIS in the NOI/CRMP submission for management of Bovine Respiratory Disease. The declaration must state that in addition to the requirements in the Approved Export Programs:
    • All cattle vaccinated once for bacterial respiratory disease
    • All Bos taurus feeder cattle weighing between 200kg and 250kg have been treated with an antibiotic indicated for respiratory disease 3 days prior to loading.
The result for the consignment with the condition applied was 43 mortalities reported out of 7985 cattle loaded, which equates to a mortality rate of 0.54%.
June 2011 Samex Australian Meat Company Pty Ltd The final investigation report is available on the department’s website.

The main cause of mortalities was identified to be enteritis, but mortalities due to inanition and heat stress were also recorded. These results are consistent with existing knowledge on the causes of mortality in sheep exported live by sea.The exporter loaded additional antibiotics and chaff on a subsequent consignment of sheep exported from Portland to the Arabian Gulf on a different vessel in the event of a similar outbreak of enteritis. The department agreed to this and no further actions were taken. The outcome of the subsequent consignment was 304 mortalities reported out of 37 094 sheep loaded, which equates to a mortality rate of 0.82%.
Oct 2011 South East Asian Livestock Services Pty Ltd The final investigation report will be placed on the department’s website once it has been completed.

The department placed the following conditions on similar subsequent consignments of cattle by this exporter:
  • An AQIS Accredited Veterinarian must accompany the cattle for the duration of the voyage.
  • The AAV must provide daily reports on the health and welfare of the consignment to the Australian Government.
  • The on board veterinary supplies should include medications in accordance with the ASEL plus additional anti-inflammatory medication sufficient to treat 5% of the cattle.
The result for the subsequent consignment with these conditions applied was 0 mortalities out of 1457 cattle loaded.
Oct 2011 Australian Rural Exports Pty Ltd The exporter has elected not to export buffalo until the internal investigation has been completed. No further buffalo have been exported at this stage.

The exporter loaded extra anti-inflammatory medication aboard the following consignment (cattle only) exported from Wyndham port to Indonesia. Daily voyage reports were also submitted to the department. The department agreed to this and no further action was taken.

The result for the consignment of cattle exported in the following consignment was 1 mortality out of 3037 cattle loaded, which equates to a mortality rate of 0.03%
