2016-41 - Business Systems Program – Clarification of Charging for Certification Services

To advise Electronic Data Interface (EDI) users of the requirement to maintain appropriate records and to clarify the charging for certification services.
The Business Systems Programs has received an increase in invoice queries for certification services. A number of queries have arisen due to the incorrect registered exporter number being entered in the Request for Permit (RFP), which results in the incorrect exporter being charged for services.
All EDI users must maintain appropriate records for the purpose of traceability. Where an EDI user raises an RFP on behalf of a registered exporter, the EDI user must maintain appropriate records of the request including the exporter name and number. Supporting documentation is essential to enable trace‑back in the event of an issue at or post border.
From 1 July 2016, where certification charges are disputed, the issue will be raised with the EDI listed in the RFP. Charges will be applied to the appropriate exporter based on the records provided by the EDI user. Where the EDI is not able to or does not provide appropriate records, charges will be applied to the EDI user.
Summary of changes and key points
- From 1 July 2016, certification charges will apply to the relevant exporter where undisputed or supported by EDI documentation. Where charges are disputed and supporting documentation is not provided by the EDI, charges will apply to the EDI.
