16-2017 – Changes to the Automatic Entry Processing for Commodities (AEPCOMM) Approved Arrangement (AA)

Who does this notice affect?

The following information is relevant to Biosecurity Industry Participants (BIPs) and accredited persons operating under the Department of Agriculture and Water Resources Class 19.2 Approved Arrangement: Automatic Entry Processing for Commodities (AEPCOMM).

This information also affects Registered Training Organisations (RTOs) that deliver the unit of competency TLIX5054 Comply with Biosecurity Clearance.

What will change?

On March 1, 2017 some commodity groups currently under the AEPCOMM AA will be modified/removed due to policy changes. As a result, the Class 19.2 Requirements document will be updated to reflect these changes. A new version of this document will be published on the department’s website on the same date.

Commodities affected are as follows:

To be removed:

  • Rice packed in bags greater than 25kg or bulk in container
C.9Green coffee beansWhole group to be removed
C.10Fresh asparagusWhole group to be removed
C.12Fresh tomatoes of New Zealand originWhole group to be removed

Furthermore, as part of phase 1 of the AEP Reform Project the AEPCOMM AA will be expanded by the inclusion of additional commodities. The department envisages these changes will be implemented by the end of April, 2017.  An Industry Advice Notice will be published confirming details.

A broad summary of the changes are as follows:

New Zealand finfishTo include FCL and LCL
Consumer ready finfish from all countriesNew group; FCL, LCL and Airfreight
Frozen molluscs from all countriesNew group: FCL, LCL and Airfreight
Passenger vehicles group and machinery groupAmalgamation of the two groups
Manufactured wooden articles and plywood and veneer articles

To include:

  • wooden mouldings
  • builders joinery
  • articles of plant material
Sawn timber from some countriesFCL and Airfreight
Processed milling products such a flours, meals, powders, flakes, granule, pellets and starchesNew group: FCL and Airfreight
