156-2019 - Strengthened import conditions for Norfolk Island: bee products and mineral and metal ores, rocks and sand

Who does this notice affect?

This notice affects Norfolk Island residents, people travelling to the island, importers of bee products, apiarists and importers of mineral and metal ores, rocks and sand into Norfolk Island.

Personal consignments of honey brought or imported to the island

Personal consignments of honey (whether or not containing honeycomb) must:

  1. Be for personal use
  2. Be no more than 750 grams per person
  3. Be commercially prepared and packaged
  4. Have country-of-origin as Australia or New Zealand
  5. Not be fed to bees.

Conditions b), c) and d) must be demonstrated via appropriate labelling.

Other honey and bee products brought or imported to the island

Imported bee products, including honey (whether or not containing honeycomb) for commercial use, honeycomb, bee venom, bee’s wax, propolis and royal jelly must be:

  1. processed so that they are clean and free from other animal or plant material, soil and other contaminants
  2. either:
    1. commercially prepared and packaged for retail sale
      or           
    2. are bulk goods that are intended for repackaging for retail sale
      or
    3. are a sample for use in laboratory analysis  

  3. accompanied by a manufacturer’s declaration stating that a) and b) have been met
  4. either:
    1. produced in a country or zone free from European foulbrood (M. plutonius) and American foulbrood (Paenibacillus larvae)
      or
    2. found to be free from European foulbrood and American foulbrood by a test method described in the Terrestrial Animal Health Code
      or
    3. treated by irradiation with 15 kGray (not appropriate for human consumption)
      or
    4. pasteurised at a minimum core temperature of 60 °C for at least 8 hours

  5. accompanied by an official government veterinary certificate from the country where the goods were produced demonstrating that d) has been met.

Honey in liquid form contained in an individually packaged unit with a capacity of 150 millilitres or less or powdered honey contained in an individually packaged unit with a capacity of 35 grams or less must be:

  1. processed so that they are clean and free from other animal or plant material, soil and other contaminants
  2. either:
    1. commercially prepared and packaged for retail sale
      or
    2. a sample for use in laboratory analysis

  3. accompanied by a manufacturer’s declaration stating that a) and b) have been met.

Honey that is an ingredient in food for human consumption or cosmetics for use on humans, where honey is not the largest single ingredient, is exempt from the above conditions.

For bee products that do not meet the conditions outlined above, an import permit from the Department of Agriculture is required.

Mineral and metal ores, rocks and sand brought or imported to the island

Mineral and metal ores, rocks and sand must not be brought or imported into Norfolk Island unless the goods are covered by an import permit from the Department of Agriculture.
