Who does this notice affect?
Clients in the import and shipping industries—including freight forwarders, importers and customs brokers—associated with importing goods that require BMSB treatment during the BMSB risk season (goods shipped between 1 September 2019 and 31 May 2020 inclusive).
What has changed?
Following, the identification of significant critical non-compliance the department has suspended Kinetik Cevresagligi Amb. Tar. Muh. Dan. San. Tic. Ltd. Sti. (Kinetik) (AEI: TR4001SB) from the Offshore BMSB Treatment Providers Scheme.
Offshore treatment provider
Kinetik (AEI: TR4001SB) will be listed as ‘suspended’ on the Offshore BMSB Treatment Providers Scheme’s List of approved BMSB Treatment Providers and may no longer perform BMSB treatments on Australian bound consignments. Any consignments fumigated by Kinetik (AEI: TR4001SB) will be re-treated or exported on arrival in Australia. This decision is effective immediately and no allowance is made for goods in transit.
For goods arriving as break bulk, in open top or on flat rack containers, a risk management plan must be submitted to the department via email to seasonal pest policy, prior to the goods arriving into Australia and before discharge will be permitted. The plan must include:
- Details on how the goods will be contained to manage the potential BMSB risk within 24 hours of arrival (for example, sufficient tarping to contain the risk such as envelope tarping), and
- Confirmation that the goods can be treated within 48 hours by a department approved onshore treatment provider either at the wharf or, at an approved arrangement site within the port precinct.
Consignments treated by Kinetik that were included on the list of onshore intervention for non-compliant BMSB treated containers will be removed. Kinetik’s (AEI: TR4001SB) suspension will ensure these consignments are referred to the department for onshore intervention.
