This Industry Advice Notice (IAN) is to advise industry stakeholders and Authorised Officers of the 2023‑24 end of year closure office arrangements for the department and the non-prescribed goods export program.

All clients anticipating outcomes of biosecurity activities.
The department’s network has been impacted by an unplanned outage between 07:15 and 09:45 AEDT Thursday 14 December 2023. This outage limited the department’s ability to conduct work as normal.
This outage has now been resolved.
It will take some time for operational staff to clear the backlog of work this outage has caused.

Import-related biosecurity treatment stakeholders, including all importers, brokerages, onshore approved arrangement holders, overseas government and treatment industry entities, relevant domestic state and territory government agencies, and other shipping, freight, and logistics peak industry bodies.
AWTG 06-23 noted an update that a subgroup of the AWTG have developed a stakeholder engagement approach and a draft standards development framework as part of the staged approach to improvement. Initial engagement with key stakeholders is planned for early 2024.

Voluntary fumigation of fresh cut flowers and foliage, during the Christmas and New Year period.
Industry stakeholders including importers, approved arrangements, freight forwarders and brokers that deal with imported cut flowers and foliage.

All clients required to use the department’s Biosecurity Import Conditions System (BICON) during this planned maintenance period.
Due to scheduled infrastructure maintenance, BICON users may experience several intermittent outages from 16:00 to 23:59 Sunday 17 December 2023 (AEDT).
Users are advised to frequently save any in-progress permit applications during this planned maintenance period.

All shipping agents or operators of maritime conveyances who will be required to report pre-arrival information during this planned maintenance period.
Due to scheduled maintenance, the Maritime and Aircraft Reporting System (MARS) will be unavailable from 23:00 Wednesday 13 December to 03:00 Thursday 14 December 2023 (AEDT).
Clients are advised to await the completion of this maintenance period before attempting to access this service.
