Guide to using the glossary

This glossary contains common terms, acronyms and definitions that relate to approved arrangements. It is subject to review on a regular basis.

Definitions that are not contained within this glossary can be found in the Biosecurity Act 2015 (the Act) or in the most recent edition of the Macquarie Dictionary. Where a definition in this glossary conflicts with a definition stated in the Act, the definition used in the Act takes precedence.

The Approved arrangements general policies details how the Department of Agriculture, Fisheries and Forestry will assess and monitor compliance, detect and report on noncompliance, address noncompliance and apply administrative sanctions to businesses and individuals operating under an approved arrangement.

Fit and proper person test

A person or company that applies for an approved arrangement must undergo the fit and proper person (FPP) test.

We need to determine that you and your associates can:

  • carry out biosecurity activities
  • demonstrate integrity required to import agricultural goods into Australia.

This is a requirement under Section 530 of the Biosecurity Act 2015.

The Department of Agriculture, Fisheries and Forestry approves commercial, private and government sites for the purpose of holding goods subject to biosecurity control. To gain this approval, microbiological, animal, aquatic, plant, and invertebrate facilities must meet certain structural and procedural requirements.
