Animal Biosecurity Advice 2019-A09 - Reinstatement of Hong Kong Special Administrative Region as an approved jurisdiction for import of horses to Australia

The Department of Agriculture has assessed the equine health status of the Hong Kong Special Administrative Region (HK SAR) and the biosecurity controls in place for racehorses under the control of the Hong Kong Jockey Club that travel to and from the Conghua Training Centre (CTC) in the Guangdong Equine Disease Free Zone (EDFZ) in the People’s Republic of China (PRC).

Effective Monday 25 November 2019, HK SAR is reinstated as an approved jurisdiction for immediate importation of horses to Australia.

Who does this notice affect?

The following information is relevant to Biosecurity Industry Participants (BIPs) and accredited persons operating under Class 19.2 automatic entry processing for commodities (AEPCOMM) approved arrangement.

What has changed?

The department is updating AEPCOMM settings for goods subject to Brown marmorated stink bug (BMSB) measures. The changes are detailed on the AEP reform web page and are scheduled to take effect on Friday, 29 November 2019.

Who does this notice affect?

Turkish treatment providers that are registered or seeking registration under the Offshore BMSB Treatment Providers Scheme (the scheme).

Clients in the import and shipping industries—including freight forwarders, importers and customs brokers—associated with importing goods from Turkey that require BMSB treatment during the BMSB risk season (goods shipped between 1 September 2019 and 31 May 2020 inclusive).

The Australian and New Zealand Biosecurity Cooperation (ANZBC) was established in 1999 under the Australia–New Zealand Closer Economic Relations Trade Agreement. 

The ANZBC met on 6 November 2019 in Auckland, New Zealand for their annual meeting that also celebrated the 20th anniversary of the cooperation to manage biosecurity risks, and to facilitate trade and travel between our two countries.

Who does this notice affect?

All clients required to use the department’s Biosecurity Import Conditions (BICON) system during this planned maintenance period.

Information

Due to scheduled infrastructure maintenance, BICON users may experience several intermittent outages from 20:00 to 23:59 on Sunday 24 November 2019 (AEDT).

Action

Users are advised to frequently save any in-progress permit applications during this maintenance period.
