Australian strawberries reputation recovery plan

In September 2018, the then Prime Minister and the then Minister for Agriculture and Water Resources, announced a support package for the Australian strawberry industry to regain and retain market share in key export markets, and maintain or restore confidence in the supply chain, following incidents of strawberry tampering.

SenateSHJ was appointed through an open tender process to work with industry to develop a project plan outlining potential activities to support the strawberry industry.

SenateSHJ’s project plan contains insights from industry and related stakeholders. We recommend the project plan be read in conjunction with reports on the strawberry tampering incidents released by Food Standards Australia New Zealand (FSANZ) and by SDA Strategic.

There have been considerable developments within the Australian strawberry industry since the tampering incidents occurred. Significantly, the establishment of Berries Australia as a peak body provides coordinated leadership, communication and strategic direction across Australia’s major berry industries (including strawberries). The department will work closely with Berries Australia to assist strawberry growers to build capacity and resilience in the industry.

Horticulture Innovation Australia Limited

Horticulture Innovation Australia Limited (HIA Ltd) is a registered Australian Public Company under the Corporations Act 2001 and is the declared industry services body for the Australian horticulture industry under the Horticulture Marketing and Research and Development Services Act 2000 (the HMRDS Act). The declaration was made on 18 November 2014, with effect from 25 November 2014.

As a separate legal entity from the Commonwealth of Australia, the HIA Ltd Board is responsible for directing the company’s operations.

The HIA Ltd Board is accountable to levy payers through the Corporations Act and to the Minister for Agriculture and Water Resources through the HMRDS Act. The HMRDS Act provides for a deed of agreement to determine conditions related to HIA Ltd’s role as a declared body.

The Australian Government matches statutory and voluntary industry contributions paid to HIA Ltd for research and development, up to 0.5% of the gross value of production (GVP) of the horticultural industry (excluding the GVP for wine grapes). The 2015–16 forecast funding to HIA Ltd in Australia Government matched funds is expected to be $43.75 million.
