Purpose

This Market Access Advice updates the required information for export certificates for milk and milk products to the European Union (EU) which must include a Combined Nomenclature (CN) code and Header Storage Establishment.

Summary of key points

CN code

  • EU TRACES-NT uses the CN code to categorise commodities for tariff purposes.
    • This was the Harmonised System (HS) code previously. The CN code is aligned to HS codes with additional EU sub-categories.
  • Exporters are required to enter an appropriate CN code into the CN code field for each product line of the Request of Export (REX) in the Next Export Documentation (NEXDOC) system.
    • Electronic certificates may require a 4, 6 or 8 digit CN code, as stipulated in Council Regulation EU 2021/632.
    • Table 1 provides guidance on the available CN codes for milk and milk products to help exporters identify the appropriate CN code for their product.

Header Storage Establishment

  • EU TRACES-NT requires the Header Storage Establishment supplied on the REX be registered in EU TRACES-NT for both cold store and processing facilities.
    • If the Header Storage Establishment is not registered for both, then EU TRACES-NT will not accept the electronic certificate.
