Approved Islamic Organisation (AIO) approved arrangement requirements

What is an Approved Islamic Organisation?

An Approved Islamic Organisation (AIO) is an Australian Islamic Organisation approved by the department’s secretary or delegate in accordance with legislative requirements to supervise the production and certification of halal red meat and meat products for export.

What is an approved arrangement?

An approved arrangement under the Australian Government Approved Halal Program (AGAHP) allows AIOs to certify consignments of halal red meat and red meat products destined for approved export markets. Your approved arrangement documentation must describe how your Islamic Organisation will:

  • Manage religious requirements of halal and halal slaughter
  • Assess the halal aspects of the export establishment’s approved arrangement
  • Track ongoing compliance once approved, through audits
  • Provide training and on-going assessment of Muslim slaughtermen
  • Endorse and sign the halal certificate once the goods meet the halal procedures
  • Bring any critical non-conformance to the department's attention
  • Meet Importing Country Requirements.

Understanding approved arrangement requirements

To assist approved arrangement holders and applicants understand the requirements of an approved arrangement the department created the Approved arrangement guidelines – Halal Certification Operations for Red Meat. The guideline outlines the requirements of an approved arrangement and can be used by Islamic Organisations as a template for their approved arrangement documentation.

How to apply

To enter into an approved arrangement, you will need apply and provide evidence and supporting documentation set out in the approved arrangement guideline.

To apply to become an AIO under the AGAHP, Islamic Organisations must apply to the department using the application to approve an approved arrangement of an Approved Islamic Organisation.

Fit and proper persons

Under section 372 of the Export Control Act 2020 individuals in management and control positions within an organisation that holds an approved arrangement with the department must be a fit and proper person.

As part of the application process, applicants must list people within their organisation who are in management and control positions so a fit and proper person assessment can be completed.

Submitting your application

The completed application must be submitted via email to halal.exportmeat@aff.gov.au.

The application will be assessed, to determine the organisation’s technical competency, financial standings, and integrity. The outcome will be communicated to the applicant within 120 days of receiving the application receipt.
