2022-03: NEXDOC transition for honey and bee products to Malaysia

24 March 2022

Purpose

This Industry Advice Notice (IAN) is in addition to IAN 2022-02 and is to advise industry that exporters of honey and apiculture products to Malaysia must register for and apply for export certificates using the Next Export Documentation System (NEXDOC) from 28 March 2022.

Summary of changes and key points

  • From 28 March 2022, exporters will be able to register to use NEXDOC through the online services portal. Exporters can access more information on how to register as an exporter by visiting the NEXDOC help page.
  • From 28 March 2022, exporters must start using NEXDOC, to request export certificates for honey and apiculture products to Malaysia.
  • From 28 March 2022, manual certificates will no longer be issued for honey and apiculture products for this market.
  • Exporters must lodge any final applications using the manual application form for honey and apiculture products to Malaysia by 5pm AEDT, 25 March 2022. All applications received after this time will need to be lodged using NEXDOC.
  • Exporters must continue to use the manual application form to request a replacement certificate for any manual certificate that is issued for honey and apiculture products to Malaysia issued prior to 28 March 2022.
  • Exporters of honey and apiculture products to other markets, will continue to use the manual application form - Application for a government export certificate for non-prescribed goods - until the relevant market is moved to NEXDOC.
  • Exporters of ‘grocery list’ consignments (i.e. consignments with multiple processed food and beverage products) to Malaysia containing honey and apiculture products will need to use NEXDOC to request an export certificate for the honey and apiculture products. If export certification is required by Malaysia for other products in your consignment you must continue using the manual application form for those products.
  • The department’s Manual of Importing Country Requirements (Micor) sets out the known requirements that exporters and the department must meet for products to be accepted for import into specific overseas countries.
  • IAN 2021-07 advises that the department is able to issue export certification for non-prescribed goods to meet importing country requirements and what certification is available if importing country requirements are unable to be confirmed.

Background

  • IAN 2022-02 advised of upcoming changes to applying for export certification to export honey and bee products to Malaysia. Further information about NEXDOC is available in this previous IAN.
