2020-02 - Horticulture Exports Program – Update of China table grape instructional material

Purpose

This Industry Advice Notice (IAN) is to advise industry of updated reference material that clarifies the export inspection sampling rate and phytosanitary security policy, for table grape exports to China. 

Summary of changes and key points

  • The Table grape exports to the People’s Republic of China Work Plan, has been updated to clarify that 600 units is the only available sampling rate for export inspections, as specified by the protocol.
  • The update also includes reference to the new phytosanitary security policy that superseded Volume 14 of the Plant Export Operations Manual (PEOM).  
  • The Manual of Importing Country Requirements (MICoR) case for table grape exports to China has also been updated to specify that 600 units is the only available sampling rate.

Background

The Horticulture Exports Program has received a number of queries about the inspection sampling rate for table grape exports to China and the application of the new phytosanitary security policy.

Industry Advice Notice 2019-66 advised that the new phytosanitary security policy for horticulture exports is now in force. This policy can be found in the Guideline: Maintenance of phytosanitary security for horticulture exports (the guideline), available in the PEOM.
There has been confusion about whether a 2% sampling rate was applicable to table grapes for export to China, as it is for other markets. Under the protocol the only available sampling rate is 600 units. 2% is not an option.

Industry responsibilities

  • Ensure phytosanitary security requirements are applied in accordance with the work plan and the guideline.
  • Provide the plant exports Authorised Officer (AO) with the transfer record for the last movement prior to inspection, as stipulated in the guideline.
  • Be aware that 600 units is the only available sampling rate permitted for table grape exports to China.

AO responsibilities

  • Inspect table grapes for export to China using a 600 unit sampling rate.
  • During inspection, verify that the phytosanitary security of the goods has been maintained in accordance with the work plan and the guideline.
