2020-16 - Horticulture Exports Program – Changes to cold treatment job function requirements

Purpose

This Industry Advice Notice (IAN) is to advise that the job function HEP4001 Export inspection horticulture protocol is no longer a pre-requisite requirement for TRE3001 Export phytosanitary treatments.

Summary of changes and key points

  • The in-transit (TRE3001:1) and onshore (TRE3001:2) cold treatment job functions no longer require horticulture protocol (HEP4001) as a pre-requisite job function.
  • The pre-requisite job function of HOR3002 Export inspection of fruit and vegetable (any attachment) is still required.
  • The following instructional material has been updated to reflect this change:
  • Work Instruction: Initiating an in-transit cold treatment for plant exports
  • Work Instruction: Supervising an onshore cold treatment for plant exports
  • Work Instruction: Table of authorised officer job functions

Background 

On 15 June 2015, TRE3001:1 was released to industry with a pre-requisite of at least one of the HOR3002 job function attachments. When the horticulture protocol job function was released to industry on 2 October 2015, a pre-requisite of HEP4001 was added to the TRE3001:1 job function for goods being exported to protocol markets.

On 4 July 2018, TRE3001:2 was released to industry with the pre-requisites of HOR3002 (any attachment) for goods being exported to non-protocol markets and HEP4001 (any attachment) for goods being exported to protocol markets.   

The department conducted a recent review of the export phytosanitary treatments job function instructional material and training, and determined that the pre-requisite of HEP4001 is no longer required. 

AO responsibilities

  • AOs must ensure they are accredited with the appropriate job functions before conducting in-transit or onshore cold treatment supervision
    • Only AOs with the TRE3001:1 job function are allowed to initiate an in-transit cold treatment.
    • Only AOs with the TRE3001:2 job function are allowed to supervise onshore cold treatment.
  • AOs initiating an in-transit cold treatment must follow the Work Instruction: Initiating an in-transit cold treatment for plant exports.
  • AOs supervising an onshore cold treatment must follow the Work Instruction: Supervising an onshore cold treatment for plant exports.
  • AOs who have applied for the HEP4001 job function with the view to gaining accreditation for job functions TRE3001:1 or TRE3001:2 will have the option of withdrawing their application for this job function.
