2022-24: Trade reform – Online application to register an establishment and/or approve a proposed arrangement

Purpose

This Industry Advice Notice (IAN) is to inform owners, operators and managers of plant export registered establishments that applications to register an establishment and/or approve a proposed arrangement (EX26a) can be lodged online via the Exports Service.

Summary of changes and key points

  • Applications to register an establishment and/or approve a proposed arrangement (EX26a) can now be lodged online through the Export Service.
  • Making an application online through the Export Service is a simpler and easier alternative to lodging an “Application to register an establishment and approve a proposed arrangement” EX26a manual form.
  • Applications submitted through the Export Service will be processed as per current EX26a processes.
  • The current process for EX26c and EX36d forms remains unchanged.

Background

In the 2020–21 Budget, the Australian Government introduced reforms for the Australian agriculture sector in the Busting Congestion for Agricultural Exporters initiative. The Busting Congestion Program will be implemented over 3–5 years. The aim is to reduce the administrative burden by providing a centralised place for all export-related processes and get the products to export markets faster.

The department is continually improving the experience of exporting agricultural goods from Australia. This means looking at pain points people experience in the department’s processes, regulation and systems. The implementation of the Export Service will result in easy, fast, reliable and valuable digital services for agricultural exports.

This work is part of the Agricultural Trade Reform program.

Registered establishment responsibilities

To access the Export Service occupiers of the establishment must sign up following the steps outlined on the webpage.

Note: You will be required to use the Australian Government Digital Identity platform. This works the same way as accessing services provided by other agencies, such as the Australian Taxation Office and enables people to prove who they are online so that they can access government, and other services, replacing your need for a password or login details.
