Purpose
This Industry Advice Notice (IAN) is to notify exporters and EDI users of changes to the phytosanitary certificate template when exporting horticulture or grain products to China.
Summary of changes and key points
- As of Wednesday, 11 June 2025 the new certificate templates will be live for horticulture and grain product Request for Permits (RFPs) to China.
- All new RFPs created for China must use the new certificate templates.
- An error message will be received if the incorrect certificate template is used.
- Between 11 June – 13 June 2025 certificate templates for submitted RFPs will be updated by the department.
Note: The change of template will only be completed for RFPs created between 1 April 2025 – 10 June 2025 with a status of INIT, FINL, HCRD and INSP.
Background
We have been improving export systems and processes. This update will streamline certificate issuance to China and maintain trade with other countries.

EDI/Exporter responsibilities
- When creating RFPs for China, use the new certificate templates.
- If your RFP has not been updated by 14 June, contact EXDOC Plant Programs and provide the RFP number/s.
