Approved arrangement class 19.2 commodities

Approved arrangement class 19.2 automatic entry processing for commodities (AEPCOMM) allows accredited persons to assess commodity documentation and manage biosecurity risk for approved commodities.

Commodity requirements

To use approved arrangement class 19.2 an accredited person must ensure the commodity is:

  • covered by an in-scope commodity group
  • covered by an in-scope tariff
  • supported by a valid approved arrangement class 19.2 pathway in the Biosecurity Import Conditions system (BICON).

Commodities that do not meet the above requirements are out of scope for this class.

Full import declaration requirements

To use approved arrangement class 19.2 an accredited person must ensure the full import declaration (FID) meets the following requirements:

  • all lines must be of the same cargo type (e.g. a full container load line cannot be processed together with a break bulk line)
  • all lines must be associated with a container (where applicable)
  • all lines belonging to one commodity group must have the same outcome code applied (e.g. 2 lines of unfinished timber cannot have a REL code applied to 1 line, and a FUM code applied to the other)
  • the FID must be lodged in line mode.

Approved arrangement class 19.2 approved commodity groups and tariffs

The tables below list eligible commodity groups and tariffs. Each commodity group also lists the associated BICON case(s). Accredited persons must use their BICON AEPCOMM user access to determine the appropriate biosecurity outcome and AEPCOMM code.

The accredited person must also consider the requirements and conditions for approved arrangement class 19.2: automatic entry processing for commodities policy.

  • subject to seasonal BMSB measures
  • with or without other biosecurity risks
  • with a valid offshore treatment certificate, or if the container is a fully enclosed 6 hard sided FCL/X, subject to treatment onshore.

This group excludes goods imported under the BMSB Safeguarding Arrangements Scheme.

For goods under this commodity group you must:

  1. refer to the relevant commodity group section on this webpage and the commodity BICON case to determine import conditions (if applicable)
  2. refer to the BICON case Brown marmorated stink bug (BMSB) hitchhiker pests to determine if additional BMSB measures apply.

For this commodity group we recommend that you enter an approved arrangement site ID in the “AQIS premises ID” field of the ICS when a release from biosecurity control is expected (BMSBREL). This will allow the system to apply an inspection direction, in the event the consignment is subject to a random BMSB inspection.
