BMSB Safeguarding Arrangement Scheme application form

The Department of Agriculture, Fisheries and Forestry offers the Safeguarding Arrangement Scheme as an alternative clearance pathway for Brown Marmorated Stink Bug (BMSB) targeted goods shipped from target risk countries, in hard six -sided containers during the BMSB risk season, 1 September to 30 April.

Applications are open for submission annually between 28 July and 30 January.

Note: Application renewal is not automatically granted, applicants must submit a new application each year.

Applicant declaration and agreement to conditions of approval

By submitting this application, the applicant confirms that all information provided is complete, accurate, and current at the time of submission. If this application is approved, the applicant agrees to comply with the conditions of approval.

Conditions of approval

1. Training requirements

  • All supply chain staff must undergo Hitchhiker Awareness Training or an equivalent training program, within 60 days of approval. A Hitchhiker Awareness Information Package will be provided upon approval to assist with this requirement.

2. Amendments and changes

  • Notify the department immediately of any changes to the approved supply chain.
  • Changes may require a new application or supporting documents. Submission of an amendment request does not guarantee approval.
  • Approved amendments may result in additional conditions and apply only to consignments not yet exported.

3. Unpacking requirements

  • Goods must only be unpacked at metropolitan sites in accordance with the department’s postcode classification.
  • Check postcode delivery classifications.

4. Verification

  • Approved applicants will be subject to random verification inspections upon arrival.

5. Compliance audit

  • Within 60 days of receiving formal approval for the current season, the applicant must submit a compliance audit for each approved supply chain.
  • The use of an impartial and independent auditor is preferred. Where this is not possible, the audit may be carried out by a senior employee of the overseas supplier (e.g. quality assurance manager).
  • The audit must:
    • Be performed by a suitable person located overseas.
    • Cover the entire supply chain pathway.
    • Demonstrate compliance with the approved supply chain plan, including pest mitigation and contingency measures.
    • Include evidence of Hitchhiker Awareness Training provided to supply chain staff.
    • Address all Safeguarding Audit Requirements published on the department’s website.
    • Failure to submit an audit within 60 days of approval will result in additional onshore verification inspections or suspension from the scheme.

Supply chain information

Complete the details for each of your supplier/s who are relevant to this application.

Supplier details:

You are required to provide the following documents to support your application. Please be advised that the documentation that follows must be completed and supplied for each Supplier ID’s supply chain pathway.

1. Supply chain plan / flowchart

A single, comprehensive flowchart that clearly illustrates the entire supply chain pathway, from manufacturing to export and unpacking in Australia. All manufacturing, storage, and unpacking facilities should be identified.

2. Supply Chain Mitigation and Contingency Plan

A completed version of the applicable Supply Chain Mitigation and Contingency Plan template, which corresponds to the unique Supplier ID and its corresponding supply chain pathway.

3. Pest management plan 
A current pest management plan for each site listed in the supply chain.

4. Site images 
A minimum of six (6) recent photographs of each site listed in the supply chain.

Photographs must:

  • Be taken within the last 6 months and clearly show both the interior and exterior of the site.
  • Include areas where safeguarded goods are stored and how they are segregated from other goods.
  • Be presented as a formal declaration on company letterhead, dated, and endorsed.
  • Be clearly labelled with the site name and address.
  1. Supply chain mitigations processes.
  2. Supply chain contingency processes for each site (manufacture/storage/unpacking)
  3. Pest management plan for each site
  4. Minimum of 6 images per site. Images must include the inside and outside of each site listed. (manufacture/storage/unpacking).

Allowed types: gif, jpg, png, bmp, pict, txt, rtf, html, pdf, doc, docx, ppt, pptx, xls, xlsx, zip.

Important information

Application procedure

  • Your application is received and checked to confirm that all relevant information has been included.
  • The department will review your application and determine the appropriate import conditions under the Safeguarding Arrangement Scheme, based on the information provided.

Decision making process

The application will be assessed on the following criteria:

  1. The information in the application and supporting documentation is sufficient to demonstrate that robust mitigation and contingency processes are present throughout each supply chain pathway, effectively preventing goods from being exposed to and contaminated by BMSB and other exotic pests. The applicant’s unpacking location/s is in a metropolitan location in accordance with the department’s post code classification. Check your location here: Postcode delivery classifications.
  2. Adherence to the Safeguarding requirements during previous BMSB seasons (applicable to reapplying applicants only).

Upon departmental approval of an application, a letter of approval (clearance letter) and a Hitchhiker Awareness Information Package will be issued to the approved applicant.

Should the department deny an application, the applicant will be informed of the decision.

The department may request further information or clarification from the applicant during the decision-making process.

Approved applicants who are found to be non-compliant with the agreed-upon conditions at any point during their approval period will be subject to a review of their approval. This review may result in either increased verification inspections until the conditions are met or their removal from the scheme.

Incomplete or incorrect information on the application will mean the application is unable to be assessed. If you do not provide some or all of the personal information requested, we will be unable to contact you to discuss or respond to your submission.

Personal information may be published on our website, disclosed to parliament, other Australian agencies, persons or organisations where necessary for these purposes, provided the disclosure is consistent with relevant laws, in particular the Privacy Act 1988. Your personal information will be used and stored in accordance with the Privacy Principles.

Acknowledgement

By submitting this application, the applicant declares the information provided is true and correct at the time of submission and that it is a criminal offence under the Criminal Code Act 1995 to knowingly give false or misleading information to an Australian Commonwealth officer exercising powers under Commonwealth law. This offence carries a maximum penalty of 12 months’ imprisonment.
