224-2019 - New biosecurity first point of entry determinations

Who does this notice affect?

Operators and other entities at first points of entry (FPOE) including aircraft and vessel operators, airport and port operators, importers, brokers, airlines and shipping agents.

What has changed?

New FPOE determinations have been made, replacing transitional determinations previously in place at 13 ports and airports. The ports and airports with new determinations are:

  • Port of Albany 
  • Port of Coffs Harbour
  • Port of Dampier
  • Port of Darwin
  • Port of Eden
  • Port of Esperance
  • Port of Fremantle
  • Port of Geelong
  • Port of Mackay
  • Port of Melbourne
  • Port of Port Hedland
  • Port of Sydney
  • Essendon Airport

As a result, there may be changes to the classes of aircraft, vessels or goods permitted to arrive at landing places and ports, as well as changes to biosecurity entry points for particular classes of vessels or goods.

It is the obligation of the person in charge or operator of an aircraft, and of a vessel’s master, owner or agent, to ensure the aircraft or vessel complies with the relevant FPOE determination. Operators and other stakeholders should consult relevant FPOE determinations to ensure that their proposed aircraft, vessel or goods movements are compliant with the current determinations.
