Who does this notice affect?
Biosecurity industry participants and accredited persons operating under the department’s class 19.1 non-commodity for containerised cargo clearance (NCCC) & class 19.2 automatic entry processing for commodities (AEPCOMM) approved arrangements; continued biosecurity competency (CBC) providers and registered training organisations (RTOs).
What has changed?
As outlined in Industry Advice Notice 95 -2021 from 12 July 2021 mandatory offshore treatment requirements will apply to sea containers that are packed in a khapra beetle target risk country and will be unpacked in a rural grain growing area of Australia. These measures will be incorporated into the Non-commodity information requirements policy and the Non-commodity BICON case.
We have updated the requirements and conditions for approved arrangement class 19.1 NCCC to incorporate the Phase 6A measures. The updates will enable accredited persons to assess target risk sea containers packed in a khapra beetle target risk country destined to be unpacked in a rural grain growing area of Australia. We have developed an infographic outlining the onshore assessment of target risk sea containers to assist you.
The following policies have been updated and draft versions published on the Automatic entry processing (AEP) webpage for your reference.

The final versions of these policies will be published on the Requirements for operating approved arrangements and Documentary requirements webpages when they come into effect on 12 July 2021.
We will issue a notice of intent to vary the class 19.1 NCCC and the class 19.2 AEPCOMM approved arrangements under section 413 of the Biosecurity Act 2015. This notice of intent to vary and follow up notice of decision will be sent to the approved arrangement manager.
We have also updated the AEP and Training and accreditation for approved arrangements webpages to provide you with detailed information regarding the upcoming khapra beetle measures and Continued biosecurity competency (CBC) activity requirements for the 2020-21 period. NCCC accredited persons are encouraged to register in advance and participate in the live webinar on Thursday 10 June 2021 at 10:00am (AEST).
