139-2022: RUAA and REAA concern codes are now available under the class 19.1 approved arrangement

Who does this notice affect?

Biosecurity industry participants (BIPs) and accredited persons operating under the department’s class 19.1 non-commodity for containerised cargo clearance (NCCC) approved arrangement, continued biosecurity competency (CBC) providers and registered training organisations (RTOs).

What has changed?

As of Monday 8th August 2022, the two new rural tailgate NCCC concern types (RUAA, REAA) are available to all accredited persons who operate under the class 19.1 (NCCC) approved arrangement. These new concern types will support accredited persons lodging import declarations under the class 19.1 approved arrangement to direct rural tailgate inspections to be performed by a class 14.4 Approved Arrangement (AA).

Important information

The emergence and rapid spread of Foot and Mouth Disease (FMD) in Indonesia has changed the risk profile for passengers and goods arriving in Australia. As a result, containers and/or goods with the load port /origin of Indonesia that require a rural tailgate inspection will be out of scope for the class 14.4 AA and must continue to be performed by a biosecurity officer at a class 1 AA site.

NCCC assessment resources

A new video tutorial: ‘Directing consignments using the class 19.1 NCCC approved arrangement’ has been published on the CBC activities webpage that details how to direct consignments for a rural tailgate inspection at a class 14.4 approved arrangement using the class 19.1 NCCC approved arrangement.

The final version of the requirements and conditions to operate under the class 19.1 approved arrangements policy (version 6.0) has now been published on the Conditions for operating approved arrangement webpage. The non-commodity cargo clearance BICON case has also been updated and includes the in scope 14.4 approved arrangement rural tailgate pathways and new concern codes.
