List of Biosecurity Preparedness Plans

This list is referenced in sections 13, 42, and 55 of the Biosecurity (Conditionally Non-prohibited Goods) Determination 2021 (Goods Determination).

The Goods Determination requires that goods included in certain classes of goods, and that are the subject of an import declaration, must not be brought or imported into Australian territory unless a Biosecurity Preparedness Plan to manage the biosecurity risks associated with bringing or importing goods of a relevant class (or goods including goods of that class) into Australian territory is listed in the List of Biosecurity Preparedness Plans, and is ordinarily accessible through the Department of Agriculture’s website.

List of Biosecurity Preparedness Plans effective as of 6 April 2021

Sections 13, 42, and 55 of the Goods Determination specify that goods included in certain classes of goods, and that are the subject of an import declaration, must not be brought or imported into Australian territory unless a relevant Biosecurity Preparedness Plan is listed in the List of Biosecurity Preparedness Plans, and that Plan is ordinarily accessible through the Department of Agriculture’s website.

A relevant Biosecurity Preparedness Plan is a plan to manage the biosecurity risks associated with bringing or importing a class of goods, or goods including goods of that class, into Australian territory.

The Biosecurity Preparedness Plans are as follows:

  • Emergency Animal Diseases (with the exception of Hendra virus and Australian bat lyssavirus), as specified in the Emergency Animal Disease Response Agreement

  • OIE list of notifiable terrestrial animal diseases
  • Pests and diseases of biosecurity concern for Australia, as identified in biosecurity risk analyses
Specified classes of goods in Divisions 1 and 2 of Part 2 of the Biosecurity (Conditionally Non-prohibited Goods) Determination 2021.

  • Exotic beetles, including harlequin lady beetle
  • Exotic invasive ants, including red imported fire ant
  • Exotic invasive snails, including giant African snail
  • Exotic pathogens, viruses and nematodes, such as Phytophthora spp., Tomato brown rugose fruit virus, Bursaphelenchus spp.
  • Exotic timber pests, including Asian gypsy moth, burnt pine longicorn
  • Exotic vector mosquitoes
  • Marine pests
  • National Priority Plant Pests
  • Other exotic invertebrates, including spiders
  • Pests and diseases of biosecurity concern for Australia, as identified in biosecurity risk analyses
  • Priority list of exotic environmental pests and diseases
  • Soil, plant material, food residues, faeces, animal remains, seeds and other contaminants.
  • Vertebrate animals, including rodents, toads and frogs, reptiles.
