Apples from NZ: AFFA submission to Senate inquiry

DAFF's submission consists of three sections. In order to gain an understanding of DAFF's actions with regard to this specific access request, it is essential to fully appreciate the complex legal and policy environment in which this type of decision is made. Therefore, the first two parts of this submission provide a detailed description of this environment. The third part addresses DAFF's actions with respect to New Zealand's request.
