NEXDOC: Requesting export documentation for dairy based animal foods and other non-prescribed goods (2019-11)

To notify exporters and EDI users of the administrative changes in requesting export documentation for dairy based animal foods and other goods, including dairy based non-prescribed goods. 


The current EXDOC system was established to provide electronic certification for prescribed goods, manufactured in an export registered establishment. Electronic certification includes issuing mandatory export permits and importing country certificates.

Under the current system, dairy based animal feed and other non-prescribed goods that have been manufactured in an export registered establishment have been able to use EXDOC to generate export permits and government certificates, such as the, ZD001 (certificate as to condition) and the ZD015 (animal food certificate).  As there is no legislative requirement for these products to be produced in an export establishment, there is no requirement to obtain an export permit for the shipment of these goods.

Certification issued for dairy based animal feed and other non-prescribed goods are to assist with specific market access requirements, and not to fulfil an Australian legislative requirements.

The department in the development of its new electronic certification platform (NEXDOC), has looked to streamline processes and separate out those activities that are based on legislative requirements (prescribed goods), and those based on satisfying a simplified market access condition (animal feed and other non-prescribed goods.

Key Dates

From Monday 2 September 2019 those certificates previously obtained through EXDOC (see below) will transition across to the new NEXDOC system, and will still be available for a short period of time through the Dairy module.

  • ZD001 – Certificate as to Condition, and
  • ZD015 – Certificate as to Condition for Stockfood

From Friday 1 November 2019

  • The ZD001 and ZD015 certificates will move out of the NEXDOC dairy module and be moved into the Other Goods module. Exporters will still be able to access these certificates, however it will not be based on export registration and export permits, which is how the NEXDOC dairy module operates.
  • Exporters and EDI users currently requesting ZD001 and ZD015 through EXDOC and through a registered establishment will need to register as a user under the Other Goods module in NEXDOC.

Prior to 1 November 2019, exporters and EDI users are encouraged to register as a user under the Other Good module to ensure a smooth transition. Please see the department’s NEXDOC webpage for updates and information on how to register.

If you currently use a third party software supplier, please contact them to ensure they are set up to generate other good certificates in the new NEXDOC system prior to 1 November 2019.
