The Class 19.2 approved arrangement: automatic entry processing for commodities (AEPCOMM) relates to assessing commodity documentation and managing biosecurity risk associated with imported goods.

This page specifies:

  • the permitted commodities and tariffs for AEPCOMM
  • the BICON cases containing AEPCOMM pathways for each commodity group
  • conditions that may be of relevance to a lodgement.

Please note that this information is to be considered in reference to the full Requirements and conditions for approved arrangement class 19.2: automatic entry processing for commodities policy on the Requirements for operating approved arrangements webpage.

Each commodity section contains a link to the BICON home page, accredited persons must be logged into their BICON AEPCOMM user access accounts prior to entering the case’s name into the BICON search field.

Consignments that do not meet the in-scope criteria and are not supported by a valid AEPCOMM pathway in BICON (AEPCOMM user access) are out of scope.

Electronic system requirements to lodge import declaration

To lodge under the AEPCOMM approved arrangement, the import declaration must meet these system requirements:

  • All lines must be of the same cargo type (e.g. an FCL line cannot be processed together with airfreight line).
  • All lines must be associated with a container (where applicable).
  • All lines belonging to one commodity group must have the same outcome applied (e.g. 2 lines of unfinished timber cannot have a REL applied to one, and a FUM applied to the other).

Please note that import declarations will be lodged in line mode when lodged through AEPCOMM.

1. Boats (all countries – airfreight, LCL, FCL/X, break bulk)

BICON case: Imported sea-going vessels; plus Brown marmorated stink bug (BMSB) hitchhiker pests (during BMSB season)

This group includes sea-going vessels that are:

  • new or used and imported as cargo
  • not subject to emergency pest measures (e.g. BMSB)
  • subject to BMSB emergency pest measures with a valid offshore certificate for FCL (including FCX, fully enclosed 6 hard sides, flat rack and open top) and breakbulk cargo only
  • subject to BMSB emergency pest measures for treatment onshore for FCL (FCL/X fully enclosed 6 hard sides) only.

3. Brown marmorated stink bug (BMSB) target high risk goods (FCL/X, break bulk)

For goods under this category during the BMSB season, you must determine standard biosecurity risk (if applicable) in addition to adequate BMSB measures. This is achieved by first referring to the relevant commodity group section on this webpage and standard BICON case; followed by the Brown marmorated stink bug (BMSB) hitchhiker pests BICON case. For this group is recommended that you enter an approved arrangement site ID (in the AQIS premises ID field of the ICS) when release from biosecurity control is expected (BMSBREL) in the event a random BMSB inspection profile is applied by the system.

This group includes BMSB target high risk goods that are:

  • subject to BMSB measures with or without other biosecurity risk
  • subject to BMSB emergency pest measures with a valid offshore certificate including FCL (FCX, fully enclosed 6 hard sides, flat rack and open top) and break bulk cargo only
  • subject to BMSB emergency measures for treatment onshore (FCL/X fully enclosed 6 hard sides only)
  • manufactured in, and shipped from BMSB target high risk countries.

  • not imported under the Canadian Accredited Timber Scheme
  • subject to BMSB emergency pest measures with a valid offshore certificate for FCL (FCX, fully enclosed 6 hard sides, flat rack and open top) and break bulk cargo only
  • subject to BMSB emergency measures for treatment onshore for FCL (FCX, fully enclosed 6 hard sides only).
