Acceptable documentation templates

To assist clients in meeting the requirements of the Minimum documentary and import declaration requirements and the Non commodity information requirements policies, the department has created the following templates that can be downloaded and adapted to meet individual company/consignment requirements.

Packing declarations

It is a policy requirement that packing declarations be issued by the entity that packs or observes the packing of goods into the container. The intent of this requirement is to provide assurance that the party issuing the document has actual oversight of the packing to validate statements attesting to the type of packing materials used in the container and its cleanliness. A packer is an entity who packs the goods into a container; In some instances, the packer may also be the supplier or exporter of the goods.

Packing declarations must be issued by either:

  • the exporter who packed the goods into the container (or consignment for LCL), or
  • the supplier who packed the goods into the container (or consignment for LCL), or
  • packer who packed the goods into the container (or consolidated LCL consignments into the container).

Use of the below templates is optional. The templates are best accessed via standard desktop computer applications, for example, word processing software such as Microsoft Word. Completion of the templates on a mobile phone is not recommended.

These templates have been updated to reflect the department’s current name. Documents that are relied on to meet import conditions and refer to a previous version of the department’s name will continue to be accepted. All other import requirements and the Non-commodity information requirements and the Minimum documentary and import declaration requirements policies must still be met.

Where the department has arrangements with overseas governments and/or treatment providers the certificates must comply with the requirements of that arrangement. See methodologies and documents for biosecurity treatments for templates required under those arrangements.
