132-2018 - AEPCOMM and AEI import declaration requirements for lodging entries impacted by BMSB risk season

Who does this notice affect?

Approved arrangement class 19.1 and 19.2 accredited persons associated with importing goods that require increased intervention during the Brown Marmorated Stink Bug (BMSB) risk season (shipped between 1 September 2018 and 30 April 2019 inclusive).

What has changed?

Processes for lodging import declarations in the Integrated Cargo System (ICS) have changed to streamline clearance of target high risk goods from target risk countries. This includes the expansion of the Automatic Entry Processing for Commodities Approved Arrangement (AEPCOMM AA) and introduction of Entity Identifier numbers (AEI) for approved offshore BMSB treatment providers.

AEPCOMM

A variation to approved arrangement class 19.2 AEPCOMM is effective from 26 September 2018 to allow target high risk goods to be included within scope of the arrangement. New AEPCOMM codes and import pathways will be included with the next 19.2 variation update.

A guide will be available from 26 September 2018 on the AEP reform webpage to assist accredited persons with lodgement of these import declarations until BICON pathways are available.

Declaring the AEI

With commencement of BMSB season each approved offshore BMSB treatment provider has been assigned an AEI. It is a requirement for all accredited brokers to declare the AEI number when lodging declarations accompanied by acceptable offshore treatment certificates.

Import declarations lodged where a treatment certificate is present without the AEI number declared will be referred to the department for assessment. This may result in clearance delays.
