The Intergovernmental Agreement on Biosecurity Review (2017) identified a need for governments and industry to adopt a systematic approach to determining and planning for national priority pests and diseases of terrestrial and aquatic animals, plants and the environment.

The third Victorian RFA Annual Meeting of Officials took place on 31 March 2023. The meeting was attended by officials from the Australian Government Department of Agriculture, Fisheries and Forestry (DAFF), the Department of Climate Change, Energy, Environment and Water and the Victorian Government Department of Energy, Environment and Climate Action (DEECA).

Clients in the import and shipping industries—including freight forwarders, importers and customs brokers—associated with importing goods that require BMSB treatment during the BMSB risk season (goods manufactured in or shipped from target risk countries, that have been shipped between 1 September and 30 April (inclusive)).
