2023-05: Plant Export Operations - Consignments detained in China-electronic certification

Purpose

This Industry Advice Notice (IAN) is to advise clients of detained consignments in China due to issues with the electronic certification system (eCert).

Summary of key points

A number of consignments have been detained across multiple ports in China due to system issues affecting the eCert system.

As a result, there has been delays in the clearance of affected consignments, however, we have been able to achieve release through facilitation and discussions with China.

Exporting cosmetics

China has changed its product registration requirements for cosmetics.

As part of an application, the Chinese Government requires a certificate attesting to the cosmetics being produced according to good manufacturing practices (GMP), in accordance with international standards, from the competent authority of the exporting country.
