2022-07: Changes to applying for Declaration and Certificate as to Condition (EX188B) to export honey and bee products

Purpose

This Industry Advice Notice (IAN) is to advise that export certification for honey and bee products to additional countries will be transitioned to the Next Export Documentation System (NEXDOC) from 28 July 2022. Manual certification applications will no longer be available for these markets.

Summary of changes and key points

  • From 28 July 2022, exporters will need to use NEXDOC to apply for a Declaration and Certificate as to Condition (EX188B) for honey and bee products exported to countries that have transitioned to NEXDOC. Manual certificate applications will no longer be available for the EX188B for honey and bee products unless an exemption applies for the country.
  • The NEXDOC Transition website provides a list of countries that are scheduled to be transitioned to NEXDOC for honey and bee products from 28 July 2022.
  • From 28 July 2022, NEXDOC will have new functionality for exporters to request free text endorsements to be added to a certificate, subject to departmental verification of the official importing country requirements and the consignment’s compliance with these requirements.
  • Exporters can attend a NEXDOC virtual drop-in session, which will address how to register for NEXDOC, lodge a request for export (REX) and will provide exporters the opportunity to ask any questions about the system. Visit the NEXDOC Transition website for session details.
  • Exporters of honey and bee products to the additional countries where the EX188B is required can now register for NEXDOC through the online services portal. Exporters can access more information on how to register as an exporter by visiting the NEXDOC help page.
  • Exporters of honey and apiculture products to countries requiring certificates other than the EX188B (or where an exemption applies), will continue with the current manual application form - Application for a government export certificate for non-prescribed goods - until the relevant market is moved to NEXDOC.
  • The department will publish additional IANs advising of updates to the system and when more markets are moved to NEXDOC.

Background

  • On 28 March 2022, export certification for honey and bee products to Malaysia was transitioned to NEXDOC.
  • The department is implementing NEXDOC for honey and bee products in phases with more countries and certificates to follow.
