Purpose of the review
The focus of this review was to explore whether a levy on manufactured feed and worm treatments is the most appropriate way of raising money to meet the costs of any emergency responses to a disease affecting horses.
The Horse Disease Response Levy Act 2011 and the Horse Disease Response Levy Collection Act 2011 were introduced in response to the horse industry becoming a signatory to the Emergency Animal Disease Response Agreement (EADRA).
The EADRA assures the horse industry of access to the necessary resources and finances to mount an emergency response to an exotic disease incursion. The Horse Disease Response Levy provides a means for the horse industry to fund its share of obligations in responding to a national emergency disease outbreak affecting the industry.
This review was not intended to be an audit of previous disease responses affecting the horse industry. Also out of scope for the review was any part of the levy legislation and system.
