This Biosecurity Advice notifies stakeholders of the release of the Final pest risk analysis for Pepino mosaic virus and pospiviroids associated with tomato seed.
This final report recommends risk management measures for imported tomato seed to manage the risk posed by five quarantine pests. The recommended measures will reduce the associated risk to a very low level to achieve the appropriate level of protection (ALOP) for Australia.
This final report takes into account comments received from stakeholders on the draft report released on 8 August 2018.
The department announced the commencement of the risk analysis on 22 March 2018 (via Biosecurity Advice 2018-04) and released the draft report for stakeholder consultation on 8 August 2018 (Biosecurity Advice 2018-19). Comments from stakeholders on the draft report were considered in preparing the final report.
This pest risk analysis was initiated by the department to review the emergency measures imposed to manage the risks of Pepino mosaic virus and five pospiviroid species on imported tomato seeds for sowing. Risk management measures are recommended for five of the pests that are under emergency measures to mitigate the risks to a level that achieves the ALOP for Australia. These pests are: Pepino mosaic virus (PepMV), Columnea latent viroid (CLVd), Pepper chat fruit viroid (PCFVd), Tomato apical stunt viroid (TASVd) and Tomato chlorotic dwarf viroid (TCDVd).
This pest risk analysis supports the measures that are in place for CLVd, PCFVd, TASVd, TCDVd and PepMV.
In addition to the department’s standard seeds for sowing import conditions, a combination of risk management measures is recommended for seeds of Solanum lycopersicum (tomato) and hybrids of this species that includes a test or a treatment for each identified pest:
- Option 1. Polymerase chain reaction (PCR) test—an option that is applicable to all five quarantine pests.
- Option 2. Enzyme-linked immunosorbent assay (ELISA) test—an option that is applicable only to PepMV.
- Option 3. Heat treatment—an option that is applicable only to PepMV.
If the required treatment or testing is undertaken off-shore, phytosanitary certification is required with an additional declaration indicating the results of testing and that the testing or treatment has been conducted in accordance with Australia’s requirements.
