Vietnam: Establishment listing requirements for approval to export non-viable seafood products from Australia (2019-02)

Purpose

To notify export seafood establishments to use the attached templates to complete establishment listing applications for approval to export non-viable (i.e. not live) seafood products to Vietnam.

Summary of key points

Following the implementation of Vietnam’s Decree 15/2018-ND-CP, this Market Access Advice (MAA) provides an update on the process for gaining Vietnam-listing for establishments exporting non-viable seafood products.

The list of establishments currently approved for export to Vietnam can be found on Vietnam’s Department of Animal Health (DAH) website.

The department has developed templates for seafood export establishments to use to complete establishment listing applications for Vietnam.

The completed application template should be submitted to the Dairy Eggs Fish program at Dairy Eggs Fish for assessment and verification. Incomplete or inaccurate applications will be returned for amendment and a fee for service charge may be applied. The department will then submit the verified applications directly to Vietnam’s DAH.

Background

As per MAA 2017-07, Vietnam’s Department of Animal Health (DAH), within the Ministry of Agriculture and Rural Development, has responsibility for approving establishments exporting to Vietnam.

For establishments seeking new Vietnam listing, under Decree 15/2018-ND-CP, there is a new establishment registration process whereby exporters of non-viable seafood products are required to complete Form 7, List of food production and business establishments registered to export to Vietnam, and Form 9, Brief information on food safety conditions of food production and business establishments. Use Attachment 1 or Attachment 2 as applicable.

Using additional information provided by DAH, the department has developed the attached templates which incorporate the information required on Form 7 and Form 9. The templates have been developed to standardise applications and facilitate assessment/approval of applications by DAH.

The Manual of Importing Country Requirements (MICoR) will be updated to reflect the changes.
