2013-07 - Grain and seed exports - AQSIQ registration for the export of canola meal and wheat bran pellets to China

Purpose

From 1 June 2013, DAFF export registered establishments that intend to export canola meal or wheat bran pellets to China must be registered with the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).

Background

To strengthen China’s quarantine inspection management of the import and export of feed and feed additives, AQSIQ implemented “Administrative Measures of Inspection, Quarantine and Supervision on Import and Export Feed and Feed Additives” (AQSIQ Decree No. 118).

AQSIQ advised that it wishes to complete their registration of Australian establishments exporting canola meal and wheat bran pellets by 1 June 2013. DAFF will prepare a recommendation list of DAFF export registered establishments for AQSIQ to consider for registration. Establishments recommended by DAFF for AQSIQ registration may be subject to an on–site inspection by AQSIQ officials as part of the registration process. All costs associated with AQSIQ officials (travel and accommodation) are to be borne by the establishments.

Export registered establishment responsibilities

Advise Grain and Seed Exports Program by 28 March 2013 to request inclusion on the DAFF recommendation list for registration by AQSIQ. Send requests to the Grain and Seed Exports program and include the following information:

Registered Establishment details

Export registered establishment number, name and address

Contact details

Contact details for the representative of the registered establishment

Commodity for export to China:

Canola meal and/or wheat bran pellets

Exporter and Authorised Officer responsibilities

As of 1 June 2013, ensure the preparation and export inspection of canola meal and wheat bran pellet consignments for export to China occur at export registered establishments registered with AQSIQ.
