2013-23 - Grain and Seeds Export Program - Canola for Processing to China

To advise industry and Authorised Officers that the Manual of Importing Country Requirements (MICoR) has been updated with the importing country requirements for canola for processing to China.


Trade in Australian canola to China ceased in 2009 when China introduced emergency measures requiring all canola consignments imported into China to be free of Leptosphaeria maculans (blackleg of canola). The Department of Agriculture, Fisheries and Forestry (DAFF), the Grain Industry Market Access Forum (GIMAF) and the Australian Oilseed Federation (AOF) have been working towards the resumption of trade since 2011.

Key Points

With agreement reached between Australia and China on a joint research program, ‘experimental ’ shipments of canola for processing can be exported from designated Australian export registered establishments to designated Chinese ports.

Exporter’s responsibilities

  1. Present a valid import permit with official English translation to the DAFF Authorised Officer at the time of inspection.
  2. Ensure canola intended for export to China for processing is exported from the designated Australian registered export establishments listed on MICoR.
  3. Consignments of canola for processing to China must be exported to the designated Chinese importers and ports listed on MICoR.

Authorised Officer Responsibilities

Sight a valid import permit and ensure that canola for processing to China is exported from the designated Australian registered export establishments to the designated ports in China listed on MICoR before inspection and issuance of export certification.
