2015-06 - Market Access – Compliance with Malaysian Grading Packaging and Labelling Regulations for Agricultural Produce

Purpose

To advise exporters that the Malaysian Federal Agricultural Marketing Authority (FAMA) is fully enforcing the Grading, Packaging and Labelling of Agricultural Produce Regulations 2008 (PU(A)274/2008).

Key Points

Malaysia has taken a phased approach to the implementation of its Grading, Packaging and Labelling (GPL) Regulations which were introduced in 2008 and have been gradually entered into force since October 2012. Further to the department’s May 2013 Industry Advice Notice Number 2013/27, Malaysia has been fully enforcing its GPL regulations since 1 January 2014.

Under the GPL regulations, a certificate of compliance is required for all imports into Malaysia for a range of horticultural products (full list at Attachment A).

Malaysia has emphasised in recent meetings that compliance with the GPL regulations includes a requirement for labels on imported agricultural produce to be in the Malay language, be at least 20 point font, and printed with permanent ink. Labels are to be attached prior to a product’s arrival in the Malaysian market.

Malaysia has advised that it encourages Australian exporters to contact FAMA directly to work together to ensure their consignments meet the GPL requirements.
