2016-72 - Business Systems Program – Rollout of the revised Electronic Plant Export Certification Training Package and Completion of a Phytosanitary Certificate User Guide

Purpose

To advise plant export Electronic Data Interface (EDI) users of the rollout dates and changes to the Electronic Plant Export Certification Training Package and Completion of a Phytosanitary Certificate User Guide.

Background

Plant Export Operations and Assessment Services Group have been working together to identify areas of export certification where improvements can be made and efficiencies identified.

Plant Export Operations considered and incorporated industry and departmental feedback on the Electronic Plant Export Certification Training Package and Completion of a Phytosanitary Certificate User Guide. These documents have been streamlined and are aimed at reducing time taken to complete training whilst ensuring essential plant export and business system information is included.

Furthermore, training in letter of credit and notify party will no longer be offered in preparation for the removal of commercial information on phytosanitary certificates in March 2017. Clients that commenced work on the former training package before 1 January 2017 can continue to do so until March 2017.

All of the above changes have been raised at previous Industry Consultative Committee meetings.

Summary of Changes and Key Points

The Electronic Plant Export Certification Training Package and Completion of a Phytosanitary Certificate User Guide will replace the existing training package and be offered to EDI users as of January 2017. The updated package will provide clearer and more targeted information to EDI users, improving user knowledge and business system efficiency.

Key changes to the Electronic Plant Export Certification Training Package:

  • training has been split into two sections; ‘Mandatory Functions’ and ‘Certificate Request’, this will improve user capability and provide a more targeted and detailed overview of the certificate request functionality.
  • addition of training overview, this provides clients with information relating to training FAQs and links to plant export reference material.
  • there are now 14 mandatory functions to complete, this will ensure EDI users understand the entirety of their third party software and reduce the number of resubmissions and errors.
  • training in notify party and letter of credit will no longer be offered in the revised training package.

EDI User and Exporter Responsibilities

EDI users

  • Note the key changes to the Electronic Plant Export Certification Training Package and rollout date of January 2017.
  • Note that training in letter of credit and notify party will no longer be offered in the revised electronic plant export certification training package.

Exporters

  • Note that letter of credit and notify party will no longer be permitted from March 2017 and commence discussion with buyers and/or banks in importing countries advising of the removal of commercial information on phytosanitary certificates.
