2017-22 - Authorised Officer Program – Annual Plant Exports authorised officer levy

13 June 2017

Purpose

The purpose of this Industry Advice Notice is to advise that the Department of Agriculture and Water Resources will be issuing invoices for the $750 Plant Exports authorised officer annual levy in July 2017.

Background

As advised in Industry Advice Notice 2015-64, the Department of Agriculture and Water Resources redesigned its fees and levies, which came into effect on 1 December 2015.

Further information relating to the fees and levies that apply to authorised officers can be found on the department’s website.

One of the levies introduced on 1 December 2015 was the authorised officer annual levy of $750. The annual levy is payable from the financial year following the appointment of an authorised officer, and will be processed on 1 July each year.

The fee will be charged to any authorised officers appointed as at 1 July 2017.

Authorised officer responsibilities

Authorised officers must pay the invoice they receive by the due date shown on it. Failure to pay the invoice may result in that authorised officer’s appointment being revoked.

Payment of the levy does not guarantee an authorised officer’s appointment will continue for the following 12 months, as the continuation of their appointment is based on their continued compliance.

No refunds apply for the annual levy.

Any currently appointed authorised officers who no longer wish to remain an authorised officer, can request a voluntary revocation of their appointment by 23 June 2017, to avoid being charged the levy. To do this, please contact Plant Export Training.

If a revoked authorised officer wishes to reapply at a later stage, the full application and training and assessment process will apply, including application ($250), training and assessment ($1750) and appointment fees ($250).

Summary of changes and key points

  • On 1 July 2017, any appointed authorised officer will be issued an invoice for the $750 annual authorised office levy.
  • Failure to pay this invoice may result in the revocation of an authorised officer’s appointment.
  • Those not wanting to continue as an authorised officer can avoid being charged the levy by voluntarily revoking their appointment as an authorised officer by 23 June 2017.
