2017-43 - Authorised Officer Program – Release of the Export inspection of empty bulk vessels job function

Purpose

The purpose of this Industry Advice Notice (IAN) is to update industry on the release of the job function Export inspection of empty bulk vessels.

Summary of changes and key points

The job function BVI3001:1 Export inspection of empty bulk vessels - at berth is now available.

The Authorised Officer training and assessment fee of $1750 will apply to ALL applicants.

Mandatory pre-requisite competencies exist for BVI3001:1:

  • Work safely at heights (RIIWHS2O4D) valid for 2 years from the date of attainment
  • Identify a confined space (DEFWHS010) valid for 2 years from the date of attainment
  • Provide first aid (HLTAID003) valid for 3 years from the date of attainment
  • Medical assessment (attached) obtained less than 28 days prior to the date of application and valid for 1 year from the date of attainment.

Using the validity periods above, each pre-requisite will be deemed to have an expiry date. The earliest expiry date will be used as the expiry date for the job function as a whole for each applicant. In order for applicants to maintain their accreditation for BVI3001:1, they will need to ensure that their pre-requisite competencies are kept up to date.

Completion of a new eLearning program is mandatory.

Facilitated training with a Department of Agriculture and Water Resources Plant Export Assessor is mandatory before the required assessment for competency for BVI3001:1 can be undertaken.

Authorised officer responsibilities

Any authorised officers wishing to apply for the BVI3001:1 job function must do so using the updated Authorised O​fficer application form available on the department’s website. All applications must be accompanied by evidence of the appropriate pre-requisite competencies.
