2019-41 - Horticulture Exports Program – Further changes in export conditions for fruit to the European Union

Purpose

This Industry Advice Notice (IAN) is to advise of updated phytosanitary conditions for certain fruit exports to the European Union (EU), following previous industry advice on 30 August 2019.

Summary of changes and key points

  • The EU has concluded their review of the conditions for exports of the following fruit:
    • Citrus (Citrus spp.)
    • Mangoes (Mangifera spp.)
    • Stonefruit (Prunus spp.)
    • Solanaceae.
  • The below export pathways will now be permitted:
    • Citrus, mangoes and stonefruit sourced from a recognised fruit fly pest free area (Tephritidae species – non-European)
    • Citrus, mangoes and stonefruit exported with phytosanitary treatment
    • Solanaceae sourced from areas free from Bactericera cockerelli.
  • The below commodities will now require a phytosanitary certificate:
    • Kiwifruit (Actinidia spp)
    • Papaya (Carica papaya)
    • Strawberries (Fragaria spp)
    • Avocado (Persea Americana)
    • Raspberries, Blackberries (Rubus spp)
    • Lilly pilly (Syzygium spp)
    • Grapes (Vitis spp).
  • The department’s Manual of Importing Country Requirements (MICoR) has been updated to reflect the changes.

Future changes

  • The EU is introducing further changes to their Plant Health rules commencing 14 December 2019.
  • From 14 December 2019, all plants (including living parts of plants) will need to be accompanied by a phytosanitary certificate.
  • The department will issue further advice closer to the commencement date.

Exporters responsibilities

Exporters should continue to check MICoR for updates prior to planning the export of all plant and plant product consignments to the EU.

Background

The EU have conducted a review of their current conditions under the Council Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community.

The EU are enforcing amended conditions under the Council Directive 2000/29/EC.

The current EU Plant Health Legislation and information about future changes is available on the European Commission website.
Industry was notified about the review on 30 August 2019 via IAN 2019-40.
