Purpose
This Industry Advice Notice (IAN) is to advise that the Indian Plant Protection Organisation has consolidated the list of prohibited weed seeds for plant and plant products imported into India.
Summary of changes and key points
- The Indian Plant Protection Organisation has consolidated the list of prohibited weed seeds for plants and plant products imported into India.
- Exporters must ensure that consignments of plants and plant products intended for export to India are free from all 57 weed species seeds prohibited under amended Schedule-VIII List of Quarantine Weed Species of the Plant Quarantine (Regulation of Import into India) Order, 2003 (see list below).
- Exporters must present a laboratory analysis certificate for a representative sample of the consignment attesting to the absence of prohibited weed species to the Authorised Officer at the time of inspection.
- The Manual of Importing Country Requirements (MICoR) has been updated to reflect the new requirements. Exporters must refer to MICoR prior to export to ensure import conditions can be complied with.
- An Authorised Officer must inspect the goods and be satisfied there are no weed seeds of quarantine concern to India present in the inspected samples before goods can be passed as export compliant.
Background
The Indian Plant Protection Organisation has consolidated the list of prohibited weed seeds for plants and plant products imported into India. Historically, the additional weeds seeds were regulated only with the importation of some specific commodities. As a result of consolidation of quarantine weed seeds, India now requires freedom from 57 weed seeds in Australian consignments of grains, seeds, oilseeds, pulses and other plant products.
The updated prohibited weed species seed list has been gazetted and will be added to the Plant Quarantine (Regulation of Import into India) Order, 2003. The new import requirements are applicable with immediate effect.
The following is the consolidated list of prohibited weed seeds for the export of plants and plant products to India.
