Postcode delivery classifications

The Department of Agriculture, Fisheries and Forestry (the department) uses postcode classifications to manage the risks associated with imported sea containers. Sea containers can inadvertently carry a range of contaminants which could introduce exotic pests and diseases into our environment.

Importers, consumers and brokers are required to make a declaration in the Integrated Cargo System (ICS) regarding the unpack destination address of the consignment, this declaration determines the department’s postcode classification response. The department has three postcode classifications: metropolitan, rural and split (part metropolitan, part rural).

Rural areas pose a higher risk than metropolitan due to the likelihood of pests establishing quickly and the difficulty in detecting and controlling pests once established. Sea containers that have been identified for rural or split rural areas, are subject to heightened biosecurity measures on arrival including a mandatory Rural Tailgate inspection at a metropolitan location prior to delivery.

The department also uses postcodes to manage the risk of khapra beetle in sea containers. Full Container Load/Full Container Consolidated (FCL/FCX) containers that are packed in a khapra beetle target risk country and are reported in ICS to be delivered to a rural grain growing area, have additional biosecurity requirements including mandatory offshore treatment.

Review of postcode classifications

The department is undertaking a review of its current postcode classification assessment framework to ensure it remains effective in managing biosecurity risks associated with imported sea cargo, travelling through or for delivery to key agricultural areas.

This is the first full review of all current classifications and will take into consideration increased urban growth, shifts in land use types, changes to sea cargo import pathways, new and emerging biosecurity risks and rural transiting requirements.

While the review is progressing the timeline has been extended beyond the original expected dates as the department has moved to prioritise industry use and expansion of the scope for AA Class 14.4 – Rural Tailgate Inspection.

During the review period, the department will continue to accept any postcode re-classification applications and assess them as part of the review.
