2023-24 Horticulture – Registration for the export of fresh vegetables to China

Purpose

This Industry Advice Notice (IAN) is to advise industry of changes to the application process for the registration of food processing and storage facilities handling fresh vegetables intended for export to China.

The following information is specific to new applications for registration as a food processing or storage facility with the General Administration of Customs of the People's Republic of China (GACC).

Who does this notice affect?

All stakeholders who provide information to the Department of Agriculture, Fisheries and Forestry (DAFF) under the Biosecurity Act 2015 – including importers, customs brokers, biosecurity industry participants (BIPs), treatment providers, aircraft or vessel operators, all other operators in the import or export supply and logistics chain.

What has changed?

The Biosecurity Amendments (Strengthening Biosecurity) Act 2022 makes changes to the information management regime under the Biosecurity Act 2015.

Arrangements for the implementation of the new Australian standard for the hygienic production and transportation of meat and meat products for human consumption (AS4696:2023)

This policy applies to the export of meat and meat products that are required by Australia’s export legislation to be processed in accordance with the Australian standard for the hygienic production and transportation of meat and meat products for human consumption, AS4696:2023, from 1 July 2023. These products include prescribed meat and meat products of:

  • cattle and buffalo
  • sheep and goats
  • pigs.

This notice is to advise the Post Entry Quarantine Facility will continue to accept companion animal bookings and provide animal quarantine services over the 2023 Christmas New Year Period
