2012-09 - Mapping and planning requirements for Registered Premises applications submitted to DAFF

Purpose

To advise operators of premises registered to hold and assemble livestock for export by sea of the mapping and planning requirements to be included in a premises operations manual as part of the application for registration submitted to the Department of Agriculture, Fisheries and Forestry (DAFF).

Background

There have been a number of recent instances of unsatisfactory maps or plans of premises being submitted to DAFF as part of the application for registration to hold and assemble livestock for export by sea.
Unclear or unsatisfactory maps may lead to livestock being inadvertently held on land which is not part of the registered premises and their potential rejection from the consignment under preparation.
The Export Control (Animals) Order 2004 Sub-order 2.04 (3) requires the following to be included in an application for registration to hold and assemble livestock for export by sea:

  • an accurate map or plan clearly showing the location, boundaries and topography of the premises in relation to adjoining properties; and
  • detailed plans and specifications of the premises showing fences, water and feed troughs, shelters, drainage, food and water storage, isolation areas and entry and access points and, for enclosed sheds, details of dimensions, ventilation and flooring;

Instructions

Registered premises operators submitting an application for registration, renewal of; or variation to an existing registration must ensure that maps and plans submitted to DAFF in a premises operations manual are consistent with the legislative requirements outlined above and include the following:

  • A detailed map or plan of the premises including a legend or key clearly indicating fences, water and feed troughs, shelters, drainage, food and water storage, isolation areas and entry and access points and, for enclosed sheds, details of dimensions, ventilation and flooring.
  • A map or plan of the premises including a legend or key clearly showing the premises in relation to the overall property as well as the neighbouring properties and public roads.
  • Maps or plans must clearly outline and show the area of the property that the operator is applying to register and if possible be submitted in colour.
  • The title of the premises e.g. ‘Black Mountain Assembly Depot’.
  • An arrow indicating the direction of north.
  • An indication of the approximate scale e.g. 1cm : 100m or 1:10 000.

Registered premises operations manuals which have been previously approved may now require a review to comply with the above requirements.

Applications submitted to DAFF for registration, renewal of; or variation to an existing registration will be reviewed in line with the above requirements.
