Steps to complete this risk analysis
When we do a risk analysis, we:
- start by reviewing the evidence on pests and diseases of concern
- assess and analyse biosecurity risks
- develop proposed risk management measures
- consult the public on the draft report and then review comments
- publish the final report develop import conditions
- publish import conditions in our Biosecurity Import Conditions System (BICON).
About the final report
This review was initiated due to the requests from members of the public with specific commercial interests in developing breeding lines of snails to expand the Australian heliciculture industry.
The report recommends the importation of either adult or hatchling live garden snails (Cornu aspersum) into Australia, from approved countries, subject to a range of biosecurity measures.

Stakeholder consultation
When preparing the draft report for the Importation of live snails (Cornu aspersum) for heliciculture, we sought and received feedback from interested stakeholders.
We released the draft report on 7 August 2024 for a 60-day consultation period. The final report considered comments received during the consultation period.
A webinar was held with stakeholders on 29 September 2025 to present an overview of the final report and proposed risk management conditions.

Following the release of the final report, import conditions will be developed and published on Australia’s Biosecurity Import Conditions website (BICON). Once these conditions have been published, importers can then apply for permits.
