2017-49 - Horticulture Exports Program – Update to instructional material for cold treatment

Purpose

The purpose of this Industry Advice Notice (IAN) is to advise industry and Authorised Officers of updates to the initiating in-transit cold treatment (ITCT) for plant exports instructional material and the release of the Australian phytosanitary treatment application standard for cold disinfestation treatment.

Summary of changes and key points

  • The initiating ITCT for plant exports instructional material updates have been made to the Plant Export Operations Manual under the ‘Treatments’ heading.
  • Korea grape requirements have been removed from the Reference: Certificate of loading and calibration record for an in-transit cold treatment.
  • Policy on treatment restarts, recalibration and container changes have been added and Korea grape requirements removed from the Work Instruction: Initiating an in-transit cold treatment for plant exports.
  • Templates for a range of countries and commodities have been replaced and are available on the Plant Export Operations Manual.
  • Calibration certificates are only required when specified by the importing country.
  • Probe position descriptions are not required to be included in the Multi- country ITCT calibration certificate, only pulp temperature values are required.
  • The Australian phytosanitary treatment application standard for cold disinfestation treatment is available on the Plant Export Operations Manual.

Authorised officer responsibilities

  • All inspection authorised officers initiating ITCT for plant exports must use the latest work instruction and calibration record by referring to the electronic version of the documents within the Plant Export Operations Manual.

Exporter responsibilities

  • Exporters are required to complete a calibration certificate for the relevant export country and commodity by using the appropriate calibration certificate template within the Plant Export Operations Manual as detailed below:

  • Exporters must submit completed copies of both the “Certificate of loading and calibration record for an in-transit cold treatment” (PDF document) and “Calibration certificate” (Word document) along with other required documentation to the National Documentation Hub for endorsement.
